BergStreetPlan_500After 3 years in the works and dozens of public workshops and meetings before commissions and the council, the Bergamot Area Plan has finally passed Tuesday night (really Wednesday morning) with a 6-1 vote. The vote both approves the plan (which will take effect in October), and clarifying that the plan takes the place of existing zoning for the area.

The dissenting vote came from council member Kevin McKeown, who wanted stronger provisions for allocating affordable housing than was already in the plan. The other council members, particularity Gleam Davis in her comments, felt the specific changes McKeown was calling for may compromise the viability of getting more housing built, and should be vetted by economic analysis first, considering the idea as an amendment at a later date.

McKeown also cited possible changes at the state government level relating to housing policy that could introduce or reintroduce new tools for municipalities on housing in the near future, but I also caught city manager Rod Gould shaking his head, with a look that to me suggested he is not as confident the state changes that were cited are enough of a done deal to count on. There are almost endless layers of subtleties and details to these kinds of public deliberations that I could never fully convey in writing, and that the video feed isn’t going to fully capture either.

councilIt was an incredibly long night going into 2 in the morning, with a lengthy line up of public speakers, including myself, SM Next Advisory Board Members Juan Matute and Carter Rubin, and Cynthia Rose representing local bike advocacy group Santa Monica Spoke (which has pushed for bicycling facilities for the area since its inception), in support of the plan’s direction.

There were also a number of residents who felt the plan should be scaled back further than it already has been from earlier iterations, often worried about traffic or demanding more certainty on creating new park space than the provisions that were already in the plan.

Asuka Hisa (mastermind behind the Tour da Arts) spoke for the Santa Monica Museum of Art, located in the Bergamot Complex , in support of the plan and the process that arrived at the final proposals, and in support of the conservation zone to preserve the arts and cultural facilities at the Bergamot Art Complex. There were former planning commissioners, a former mayor, property and gallery owners, and others who all came out to speak on various points, support for the plan, or changes they wanted to see. It was a packed room representing a wide variety of interests in shaping the future of the area around the coming Expo Line station.

The council deliberations in building the final motion were lengthy, involving an incredible amount of back and forth, with numerous questions to planning staff and city attorneys. Several changes were amended to the Bergamot Area Plan by the council last night along with it’s passage following back and forth discussion. Those changes to the plan are as follows (and paraphrased from my notes and reviewing video, not the exact legal language):

  • Aggressive marketing of new housing opportunities to first responders like police, fire, and nurses, and other employees we want to ensure have opportunities to live close, but may be outside of the immediate area employment demographic that were already slated to receive marketing in the plan. (I wrote to the council recently regarding the logistical issues presented for emergency response when many critical workers like nurses and nurse assistants live far from our hospital facilities, although this issue may have already been on their radar).
  • Changes in the calculation of floor area goals in regards to demolished floor area (on this point I’m looking to confirm more about the implications of this, it was one of the more subtle tweaks I had more trouble following, but my understanding from the comments is it would be a benefit to a greater housing ratio).
  • Add language that 1 food and beverage sales facility of up to 1,500 sq ft. be allowed in the plan area.
  • On the privately owned parcel of the Bergamot Arts Complex allow floor area ratio of 1.5 for tier 2 projects & 2.5 FAR for tier 3 projects. As I understand it, this change was made to address the concern that without sufficient FAR on those sites, it would be hard to sustain subsidizing arts uses on the area of the complex not publicly owned (the city only owned part of the land at the station area) as values go up in the area.
  • Language changing the density bonus for affordable housing to lower the cap to 120% of area median income and that 50% of the units must be 80% AMI or lower to ensure a range of income levels.

There is the possibility for amendments to the plan, including the further affordability measures that McKeown advocated for the area, and I’m sure we’ll see more analysis and perspectives on the plan and its implications from other sources this week as well. It’s been a long time coming getting to this point, and now the start of the longer and more difficult process of bringing the area plan goals to fruition in the years and decades ahead. I hope that we can see at least some of the improvements in place before we start seeing active service on the second phase of the Expo Line, currently anticipated to start in early 2016 by the latest estimates I have heard. The Expo Line feels more real everyday, plans are going into place, concrete for the platforms and tracks are going in and making noticeable progress every week. The future is coming.
